Quick answer

From 22 September 2025, most school stationery in India is GST-free: exercise books and notebooks, pencils, crayons, erasers, sharpeners, slates, printed books and maps carry 0% GST. Geometry and colour boxes, kites and sports goods are 5%, while pens and refills, A4 and copier paper, registers and diaries, files, envelopes, glue, school bags and calculators are 18%.

That makes a stationery shop one of the few retail counters where a single bill often has 0%, 5% and 18% lines together. Some items went down (notebooks were 12%, now nil), and one common item went up (A4 copier paper moved from 12% to 18%). This guide lists each rate with its HSN and notification entry and shows how to bill a school-list order correctly.

Rates are the full GST rate (CGST + SGST within a state, or IGST between states). "Before" rates are shown only where the PIB release on the 56th GST Council meeting (3 September 2025, Annexure I) listed the change. Sources: Notification 9/2025-CT(Rate) and Notification 10/2025-CT(Rate). Confirm the 8-digit code on your supplier's invoice.

Is GST charged on notebooks?

No. Exercise books, notebooks, graph books and laboratory notebooks are nil-rated from 22 September 2025 (Notification 10/2025, S. No. 130). They were 12% before. Registers, account books, diaries, letter pads and files fall in a different entry under the same chapter and stay at 18%. A "long book" sold for school is a notebook; a bound office register is not.

Why did A4 paper go up to 18%?

Uncoated paper for writing, printing and copying (HSN 4802), which includes A4 and copier paper reams, is in the 18% schedule after the rate change; it was 12% before. If your shelf labels still show the old price, your margin on every ream fell by the difference. Update the sale price or MRP for paper reams.

Toys: check before you bill

The 5% schedule lists "toys like tricycles, scooters, pedal cars etc.", while electronic toys are at 18%. Whether a doll, puzzle or plastic toy counts as "like" those is a classification question. Ask your CA before you set a rate for toys; do not copy the 5% from sports goods.

Worked example: a school-list bill

ItemTaxable valueRateGSTLine total

Pencil box set (pencils, eraser, sharpener)₹60.000%₹0.00₹60.00

School bag₹800.0018%₹144.00₹944.00
Total₹1,480.00₹168.00₹1,648.00

A pencil box sold as one set with pencils, an eraser and a sharpener inside can be a mixed or composite supply; how it is packed and priced decides the rate. If you sell such kits, agree the treatment with your CA. Check figures with the GST calculator.

Billing a stationery shop with mixed rates

  1. Save the HSN and GST rate on each item once. In RichPOS these apply on every bill, and A4 invoices print an HSN column.
  2. Keep notebooks and registers as separate categories, since they look alike but carry 0% and 18%.
  3. Print barcode labels for loose items without a maker's barcode, so the right rate is picked by scanning.
  4. Use bulk price update by category or brand when a rate change or a supplier price list moves your prices.
  5. Sell gift vouchers in the festival season and redeem them on any later bill.
  6. At month-end, give your CA the GST report by HSN and the GSTR-1 sales report.

A shop selling only nil-rated goods such as notebooks and books issues a bill of supply for them; see bill of supply vs tax invoice. For software options, read the best billing software for stationery and book shops or RichPOS for stationery and gift shops.

Bottom line

School stationery is now mostly GST-free, but pens, paper reams, bags and office supplies remain at 18%, so the rate has to sit on each item, not on the shop. See every rate on the HSN and GST rate list, and try mixed-rate billing on your own stock in the RichPOS free trial.
