Questions

What are the GST rates from 22 September 2025?

Most goods are now 5% or 18%. A 40% rate applies to a few goods such as sweetened aerated drinks, and many basic foods are nil. Gold, silver and imitation jewellery stay at 3%. The rates are in Notification 9/2025-Central Tax (Rate) and the nil list is Notification 10/2025-Central Tax (Rate), both dated 17 September 2025.

Where do these rates come from?

From the notification PDFs on taxinformation.cbic.gov.in, read entry by entry, with later amendments (19/2025 for tobacco and 01/2026, which only renumbered some drink tariff codes). The old rates shown on item pages come from Annexure I of the PIB release on the 56th GST Council meeting.

How many HSN digits must I print on a bill?

4 digits if your turnover in the previous year was up to ₹5 crore, and 6 digits above that (Notification 78/2020-Central Tax). Sellers up to ₹5 crore may leave HSN off invoices to unregistered buyers, but your CA still needs an HSN-wise summary for the return.

Why does the same item have two rates?

The schedule often sets a condition. Rice, atta, dal and curd are 5% when pre-packaged and labelled and nil when loose. Clothes and towels are 5% up to ₹2,500 a piece and 18% above. Footwear is 5% up to ₹2,500 a pair.

What does pre-packaged and labelled mean?

A retail pack of up to 25 kg or 25 litres that is pre-packed as defined in the Legal Metrology Act and must carry its declarations. Goods weighed out for the customer are not pre-packaged.

Why do some items say "check with your CA"?

For a few items (LED bulbs, toys, hand sanitizer, stone idols, gift hampers) the right heading depends on what the product is made of or how it is sold, or two entries overlap. We would rather say so than guess.

Is this a substitute for my CA?

No. It is general information taken from the official schedules. The rate depends on the exact description and classification of your product, so check with your CA before you change prices or file returns.
