Updated 17 October 2026 · By Ashok Sachdev · Sources: Section 25 of the CGST Act; CGST Rules 11, 18, 19 and 46 (CBIC)
The question, as shop owners ask it: "I have two shops in the same city and I'm opening a third. Do I need a separate GST number for each shop, and do I need separate billing software for each one?"
Quick answer
No. Shops in the same state can all run under one GST number: add each extra shop or godown as an "additional place of business" on your GST registration (form REG-14, within 15 days of the change under Rule 19) and display your GSTIN at each one. A shop in a different state needs its own GSTIN. One multi-store billing software account can run every shop, with separate invoice series, per-shop stock and combined reports.
This is one of the most common questions from owners who are growing from one counter to two. The GST answer and the software answer are both simpler than most people expect, with one important exception for shops across state lines.
Same state or different state: what GST requires
| Situation | GST registration | Moving stock between shops |
| Second shop in the same state | Same GSTIN; add it as an additional place of business | Not a sale; send with a delivery challan, no GST |
| Godown in the same state | Same GSTIN; add as an additional place of business | Delivery challan, no GST |
| Shop in another state | Separate GSTIN for that state (Section 25(1)) | Treated as a supply between distinct persons: tax invoice with IGST |
| Same state, but you want separate numbers | Allowed: a separate registration for each place of business (Section 25(2) proviso, Rule 11 conditions) | Then movement between them is a supply with a tax invoice |
Under Section 25, you register in every state where you are liable, and a person "shall be granted a single registration in a State", with an option for separate registrations per place of business. For most small chains, one GSTIN per state is simpler: one set of returns, and stock moves between shops without tax.
How to add a second shop to your GST registration
- Log in to the GST portal and open the amendment of registration for core fields (form REG-14).
- Add the new shop's address as an additional place of business, with proof of the premises (rent agreement or ownership document, and an electricity bill or similar).
- File it within 15 days of the change, as Rule 19 requires. Address changes are core fields, so an officer approves them.
- Display your GSTIN on the name board at the new shop's entrance and the registration certificate inside, as Rule 18 requires at every additional place of business.
- Get the shop's own local licences: Shop and Establishment registration and the municipal trade licence are location-based. See retail shop licences.
Billing for two or more shops under one GSTIN
| Question | Answer |
| Can each shop have its own bill series? | Yes. Rule 46 allows one or multiple series, as long as every number is unique in the financial year (for example A/26-27/0001 and B/26-27/0001) |
| Do I file separate returns per shop? | No. One GSTIN means one GSTR-1 and one GSTR-3B covering all shops in that state |
| How do I count turnover for the GST limit? | All shops on the same PAN are added together (aggregate turnover) |
| Do I need separate software for each shop? | No. Multi-store software runs every shop on one account, each with its own stock |
More on numbering: GST invoice number rules. On moving stock: delivery challan in GST.
What multi-store billing software should do
- One login for the owner, per-shop logins for staff. Staff see and bill only at their own shop.
- Stock per shop and per godown, with transfers that reduce one location and increase the other.
- Per-shop and combined reports: sales, stock, profit and GST across all shops for one GSTIN.
- Day close per counter, so cash is checked shop by shop.
- One price. Avoid plans that charge per store or per user if you plan to grow.
RichPOS runs unlimited stores and warehouses on one account with every paid plan (₹99/month for the first 3 months, then ₹199/month, or ₹2,000/year). It assigns staff per location, moves stock warehouse to warehouse and gives consolidated and per-store sales and stock reports. See multi-store and warehouse and how to manage multiple retail stores.
Common mistakes when opening a second shop
- Not adding the new address to GST. Stock found at an undeclared place of business invites questions; add it within 15 days.
- Using one bill book for both shops. Clashing or duplicate numbers break Rule 46. Use separate series.
- Billing a same-GSTIN transfer as a sale. Moving stock between your own shops in one state is not a sale; use a delivery challan.
- Treating an out-of-state branch like a local one. A different state means a different GSTIN and a tax invoice with IGST.
- Two separate software accounts. You lose the combined view and cannot transfer stock cleanly.
Bottom line
Same state: one GSTIN, add the shop as an additional place of business, separate bill series, move stock on challan. Different state: new GSTIN and IGST on transfers. Run them all from one multi-store account: start the RichPOS free trial or see pricing.
FAQ
Frequently asked questions
Do I need a separate GST number for a second shop in the same city?
No. One GSTIN covers all your places of business in a state. Add the second shop as an additional place of business on the GST portal with form REG-14 within 15 days, and display your GSTIN at its entrance. You may choose separate registrations per place of business, but it is not required.
Do I need a new GST number for a shop in another state?
Yes. GST registration is state-wise under Section 25(1), so a shop in another state needs its own GSTIN, and stock sent to it from your other state is billed on a tax invoice with IGST.
Is GST charged when I move stock between my two shops?
Not when both shops are under the same GSTIN; send the goods with a delivery challan. If the shops have different GSTINs (another state, or separate registrations), the transfer is a taxable supply and needs a tax invoice.
Can two shops use different invoice series under one GSTIN?
Yes. Rule 46 allows one or multiple invoice series, as long as each invoice number is unique within the financial year and not longer than 16 characters.
Can one billing software run two shops?
Yes, if it is multi-store software. RichPOS runs unlimited stores and warehouses on one account, with staff assigned per shop, stock per location, transfers and combined or per-store reports, at no extra cost per store.
